Local Restrictions Support Grant (For Open Businesses) – England

The Local Restrictions Support Grant (LRSG (Open)) supports businesses that have been severely impacted due to temporary local restrictions. Businesses that have not had to close but which have been severely impacted due to local restrictions (Local COVID alert levels: High or Very High) may be eligible for LRSG (Open). Eligible businesses may be entitled to a cash grant from their local council for each 28-day period under local restrictions. Local councils have the discretion to provide grant funding for businesses under this scheme. They will use their discretion in identifying the right businesses to receive this funding, based on their application process. Christmas Arrangements

A joint statement on UK-wide Christmas arrangements from the UK Government and Devolved Administrations has been published outlining UK wide arrangements for Christmas. They have agreed that: Travel restrictions across the four administrations and between tiers will be lifted to provide a window for households to come together between the 23rd and 27th of December. Up to three households can form an exclusive ‘bubble’ to meet at home during this period. When a bubble is formed it is fixed and must not be changed or extended further at any point. Each Christmas bubble can meet at home, at a place of worship or an outdoor public place, but existing, more restrictive rules on hospitality and meeting in other venues will be maintained throughout this period. Temporary 5% VAT rate for food, accommodation and attractions starts 15 July (Updated)

Updated:  24 September 2020     From Wednesday 15 July 2020 to 12 January 2021, to support businesses and jobs in the hospitality sector, the reduced 5% rate of VAT will apply to supplies of food and non-alcoholic drinks from restaurants, pubs, bars, cafés and similar premises across the UK.  The 5% reduced rate of VAT will also apply to supplies of accommodation and admission to attractions across the UK and will also apply between  15 July 2020 to 12 January 2021. New Grants to boost recovery of small businesses

  Thousands of smaller businesses in England are set to benefit from £20 million of new government funding to help them recover from the effects of the coronavirus pandemic, the Minister for Regional Growth and Local Government has announced.   Small and medium sized businesses will have access to grants of between £1,000 – £5,000 to help them access new technology and other equipment as well as professional, legal, financial or other advice to help them get back on track.   The support will be fully funded by the Government with no obligation for businesses to contribute financially and the support will be fully funded by the government from the England European Regional Development Fund and distributed through local enterprise partnerships (LEP) Growth Hubs, embedded in local areas across England.   LEPs are voluntary partnerships between local authorities and businesses, set up in 2011 by the Department for Business, Innovation

Eat out to help out in August

In order to support around 130,000 businesses and to help protect the jobs of their 1.8 million employees in the hospitality sector the government will introduce the “Eat Out to Help Out” scheme to encourage people to return to eating out. This radical scheme will entitle every diner to a 50% discount of up to £10 per head on their meal, at any participating restaurant, café, pub or other eligible food service establishment. The discount can be used an unlimited number of times and will be valid Monday to Wednesday on any eat-in meal (including non-alcoholic drinks) for the entire month of August 2020 across the UK. The government will open a new website where businesses can register for the scheme online, with the funds they claim paid within five working days.

Chancellor announces “a plan for jobs”

Many of the changes announced by the Chancellor in his statement on 8 July, such as the temporary Stamp Duty holiday, had already been leaked to the press but as in previous Budgets he still managed to keep a few surprises up his sleeve. The main thrust of his statement was to introduce measures intended to avoid widespread redundancies when the current furlough scheme comes to an end in November. There was also welcome news for the hospitality sector with the temporary reduction in the VAT rate to 5% and the 50% discount for food in catering establishments in August. The cost of the new measures announced was another £30 billion on top of the £158 billion already spent by the Government supporting employees and businesses since the COVID-19 pandemic started. More rates relief for small businesses

There has again been much lobbying from the small business sector to reduce business rates to enable traditional retailers in particular to compete with internet traders.   The Chancellor announced a long term review of the future of business rates, but in the meantime there are some very welcome measures to assist small businesses. A business rates holiday for all retail, leisure and hospitality businesses for 2020/2021.   In addition, very small businesses who already pay no business rates at all will be able to claim a £10,000 cash grant.
